Sorry if pointing out obviously flaws in a rule set, which would literally be better if you just c/p'd the set from a ladder thread made over a decade ago is upsetting to you. There are many changes that could and should be made to accommodate the current state or 'meta' if you will of this game, (not that itd be worth the effort to do so... Trying to play competitively on a b.net server is actually a joke with the server side changes in the last while) I just think the person to do so should have a clue is all.
