They can against vita, and against es, low es has an advantage over high es (putting aside cold for the moment), allowing mana pots would help the high es more in that case, though not by much really.

es vs es can mana pot
es vs vit can mana pot.... all sorcs can mana pot LOL
there is no other combination

Why not let them? Personally I don't care. In my opinion, all mana pots do are reduce the time it takes to fully regen if that is what someone intends to do. There's nothing stopping people from fully regening mana. Ask Corwin about that particular rule, I don't think it affects the outcome of the duels in any way.
