It appears you are using a commercial connection to access our services. This can include Corporate Networks, Cloud Services an School/University Networks. These networks often have restrictions on them that can effectively block part or all of your connection to our services. The error you are seeing is one that can be caused by trying to access our services from a non-residential connection.
You will not be able to access classic battle.net on a business ip, cloud ip or vpn service. The only solution is to work with your ISP, (Spectrum in this case) to get a residential provisioned IP.
Please note that even if you do switch to a usable IP the account restriction already applied will last 2 weeks from the last attempted login using the bad IP. This cannot be reverted or removed so you would need to wait until it expires.
