Welcome to dueling ladders.
It's amazing how many people join ladders, then never come back to make any challenges and just ignore all PMs.
If someone dodges their very first challenge, I just remove them then. Or, if not their first challenge, I remove after they dodge 2 or 3.

Whenever any player moves to the inactive list they shall be removed from the primary ladder.

The inactive list shall serve 2 purposes:

1)
From now on, if a player dodges 3 consecutive times they will be forced onto the inactive list. They are welcome to rejoin the ladder at anytime; however, when they rejoin they will start at the bottom and are forced to work their way back up the ladder. No exceptions. These players on the inactive list will be marked with an [x] rank.

IE:

2)
A player who is going to be unable to play for an extended period of time may request transfer to the inactive list. To reward a player for their recognition of their inability to fight as well as foresight to tell someone about it, when they re-enter the ladder, they may challenge their way back in, if they so choose, instead of returning at the bottom of the ladder. By challenge their way back in, I mean that they may challenge within 2 spots of their previous rank (below or above) in order to bypass a long climb back up. Note: any attempted use of this system to abuse the ladder will result in the user being banned. These players will be marked with a number rank within brackets to show their previous placement.

IE:
If i moved myself to the inactive list i would be shown as:

yo i'm taking the kids off after 2 dodges, no questions asked. they can restart because i'm not being irrational.
and i'm keeping a paper with the kids who've had dodges and are dodging.
