Under relatively close radius, strafe has 100% hit rate. That’s the main bug with it that is currently live.

more detailed explanation:
1 with strafe, every 4 levels, +1 arrow from the volley may connect to a single target
2 Strafe is auto target from beyond screen range, and knocks back targets
3 Strafe is uninterruptable on D2r
4 When attacking, you may dodge on zon and will not show the dodge animation
This makes it VERY difficult to punish a player who holds down strafe in D2R
In LLD patch 1.14D, 1 and 2 were true. Not sure about the dodge animations (4) and interruptions (3) for strafe. I'm pretty sure on legacy, if you fhr'ed a zon mid-strafe, the arrows would become invalid
Patch 2.4 buffs dmg like Overpriced says. You no longer start out with a negative %dmg penalty, but the skill deals more damage at lvl 1
It is not 100% hit however - strafe is attack rating based and can be dodged/blocked
