No, because a large group of people put together rules, they liked it and began playing by them. They got popular and stuck around over a very long time. Changes are made, especially during major patches, if enigma being a problem was one of them, it would have been in the rules, but it wasn't, so we can make the assumption that people really like enigma.
If you come up to my crew while we're playing dodgeball on the school blacktop and ask "Hey, how come you guys allow catching the ball? I think you should only be allowed to dodge and throw, nothing else!"
