All jewels can have 4 mods. most jewels that ppl see at lvl 9 do 9 damage. this is one mod. the damage mods at level 9 are as follows:
9 max
5 max
4 min
4 min

and is used in level 9 pvp. (its the best jewel to date in d2r for level i pvp).

there is pvp at 9 18 30 49 and HLD (HLD is typically 95+ now).
