The game is by no means dead, even a new expansion coming out very very soon (early oct? maybe 5th? 15th?) But non peak times it is pretty hard to get a pug going, for anything, even 3 mans can be hard if your kin is busy and such.
I know of course not all servers are like this, such as the big 3 so they would not need the server shift. I think there should be some serious look at server merges
