The bracelets on step 5 require less reputation to get, so you can get them earlier. If you have enough rep with Dunland and Theodred, you can always check with the faction vedors in Galtrev first. Otherwise, check this....
1) Get your Stangard and Limlight reputation up the Kin by doing Standgard quests, Limlight Gorge intro quests and all repeatable quests.
note: use reputation accelerators to double your rep from quests and turn-ins at the task board for Limlight. Get accelerators from Currosities vendor at the skirm camp.
2) Get your jewelry 3 piece Sage's Foresight set - Anduin Sage's Earring , Anduin Sage's Ring and Anduin Sage's Bauble.[25.5S, 63.3W]

(Rings from Arcill the Limlight Gorge Rewards Vendor in Stangard)
(Earring from Ordlaf the Stangard Rewards Vendor in Stangard)
3) Get your jewelry 2 of 3 pieces of Mender's Focus set - Anduin Mender's Earring and Anduin Mender's Ring
4) Upgrade all jewelry pieces at Manwine the Barterer in Stangard using Unhatched Spider Egg ) from Roots
of Fangorn 6 man instance completion and 5 Golden Tokens of the Anduin (from repeatable and regular Stangard and Limlight quests)
5) Get 2x Bracelet of the Limlight Tactician from Arcill (Limlight Gorge Rewards Vendor in Stangard, need Friend reputation with Heroes of Limlight Gorge)
Later you can replace these with these two better bracelets.
a) Root Poisoner's Bracelet from Roots of Fangorn boss on T2 level
Critical crafted bracelet: Brilliant Jewelled Cuff of the Mind (recipe received from Tower of Orthanc Acid wing I believe)
If you need armor, start off getting The Galtrev set (all pieces but the helm and shoulders). Get the cheap helm and shoulder from ox-clan camp. The ones that do not require you to beat any of the orthanc instances. All 3 Galtrev vendors are to the right as you exit the auction house. You can get to the Ox-Clan camp by talking to the 2 guys just outside the auction house in Galtrev. For better gear, be ready to do some T2 foundry runs and ROF (Roots of Fangorn) runs to get medelions and seals. You'll need it. Good luck
As far as raids go, the ToO (Tower of Orthanc) raids are the best and you will get nice gear that you can purchase at the Ox-Clan camp after you complete each one.
As far as traits go, I would look at my RK but I am doing this from work. I'll try to add info later for you.
