The game is not dead but there are four reasons why it can seem that way.
1)You were on a low population server.
Only a few of the servers have high populations. The three I know of are Elendilmir, Brandywine, and Landroval (RP though ), but I'm sure there are at least one or two more.
2)You were not playing during that servers peak hours.
Nearly all of the servers are empty except for during the peak hours. The big exception it Elendilmir. With it's large oceanic population Elendilmir has multiple prime times and it is busy nearly all day every day ( unofficial oceanic server, mostly North Americans though). It has one of the strongest pvmp and raiding scenes.
3)All of the standard chat channels are zone specific.
This is one of the biggest factors. The only global chat channels are those created by players and kinship channels. Most servers have a player created channel called glff and I assure you there will always be people in it. IIRC the sytanx is /joinchannel glff.
4)As the game expands, the old cities and zones become less and less useful and no one visits them.
Pretty much everyone hangs out in the very last city released or in the Ettenmoors. There isn't much you can do in Michel Delving, Bree, or Rivendell that you can't do in Galtrev.

i just started playing tonight. Brandywine seemed to have quite a few people playing, levels 1-10 anyway. I bet i saw at least 20-30 people running around in the hour or 2 i played.
