Currently downloading lord of the rings online, just had a few questions regarding the game if anyone plays

Looking to go with the vip membership for the coins and purchase expansions later on when I get to the level, I noticed when watching some gameplay certain quests are locked behind lotro coin purchases, would the vip membership take the cost away and let me do all the up to the last 2 expansions?

What is the current level cap on legendary servers?

How is the population on the legendary servers? If there are not many people in the lower level areas would it be better to rush through and get to the current content for group interaction if I'm looking to do all the group content also? Or should there still be people on the legendary servers who are still progressing for the story and willing to do group content?
