It wasn't a maxed when you started questing there, nor was it ever..

Once you hit 20 combat you can start in GB = level 20 instance armour; I'l run you through those. They're relatively easy.

Captain is level 15 still, probably going to delay getting 20 forever since having a blast on my warden. Was thinking more along the lines or farming stat-tomes + Accumulating skirmish mark trade-ins anyway.
