I have one on NL I found, but I have been looking forever for one on L. What's the best way to get one? besides trading.

Shopping from vendors and its only level 24 if a sorc is using it

You can shop them pretty much anywhere a3 norm and above I believe

On weapons I believe it is only skill level req + 6, which is why tele staff is lvl 24 also. Can’t remember if that’s specific to staves or just all weapons. On amulets the rule is different
