I need certain jewels for a special build.

MAX LVL: 12

It needs the following mods in any case:

-Light Dmg 1-20 or lower.

wich Charakter lvl Should i use to roll them ? and wich Juwel from wich Monster i should use ?

any professionals at the start to help me?

Run normal Andy for rare jewels, make sure you have Andy quest-bugged so you get a quest-drop every time you kill her. Andy has mlvl 12 so if she drops a jewel it's ilvl 12

The highest affix you need is the lightning dmg (of Ennui) --> ilvl 15
Of Ennui lvl req = 11 but if you roll for lvl req =12 you can get affixes you don't need and they unnecessary dilute the affix pool so it's best to go for ilvl 15

Use a lvl 28 character to re-roll the rare jewels you get from Andy but only re-roll one time to set ilvl 15

Math for first re-roll
ilvl = int (ilvl * 0.4) + int (charlvl * 0.4)
15 = int (12 * 0.4) + int (28 * 0.4)

Now give your ilvl 15 jewels to a lvl 24 character and you can re-roll forever and ilvl will stay ilvl 15 as you can see:
15 = int (15 * 0.4) + int (24 * 0.4)

Note that you're going to need thousands of perf skulls if you want to roll enough jewels for a character.
Andy will on average drop a jewel every 30 - 40 runs is my experience and sometimes you get a useless magic jewel.
Quest bugging Andy is the way to go, you don't need any MF equipped, most drops will be rare items.
