I want to gamble flails for my vt
is there a certain character level i should gamble at? I need some insight from more seasoned lld guys.

45 if you want falil, 90+ if you want it in knout.

But i would not recommend wasting time for gambling this, odds are insanely low when you want to gamble only one set of specific stats like you
