Any Idea, if this is useful for Level 9 pvp?

30% Faster Block Rate
20% Increased chance of blocking
20% ED
19 AR
11& ED
1 STR
8% light res
16% Poison Res

A 4 socket Paladin shield with no other mods is sifnicanrly better than this.
