gamble with as high level character as you can. Chances to spawn exceptional version of item from gamble increase with character level. Aim for double bow/rune bow, so you need to gamble composite bow/short battle(or war cant rememer) bow.
Item must spawn as exceptional with all desired mods to be usable. If you spawn composite bow with all stats you want and upgrade, then it will become over level 30 and useless.
In my opinion gambling lld bows is not worth time/gold. While gambling circlets/amulets you have plenty of mods combination to be usable+ valuable, gambling bows requires very specific mods combination to good. Not mentioning only aroud 40% of gambled bows will spawn as exceptional version
