I never know how to treat frost nova charges on rare amu/circ. Is it wasted mod or desired?

It used to be a good skill for firewallers to break synch on some chars like charge/libby for a cheap amount of mana.

for the most part tho its not very used, but not an overly terrible mod i spose to cheese with in duels.

I saw it used on a tele bone necro.
the cold duration is very low (2-4 secs) against targets with 75 cold res. it didnt seem particularly strong tbh.
