Is strength and double res a must have on a lld or vlld belt?

I have two belts that rolled pretty well, but are lacking double res (only one) and lacking strength.

17fhr, 49 life, 27 stam, psn Res 23, attacker takes 3 Dmg

24fhr, 71 ED, 32 life, LR 18, with gold find 🤦‍♂️

I’m learning so go easy on me.

Rare belts are barely usable in lld. You want crafted fcr belt or string of ears. Almost impossible to beat these two.
Maybe 24fhr/60life/9str or 5repl/trires belt would be usable but without these stats they are just not good enough
