I watched the interview between mrllamasc and the d2r devs on twitch. here are the broadstrokes that concerns us lld pvpers in the upcoming patch:

GENERAL
  • ladders will last 4 months.
  • ladder exclusive content: the new runewords
  • there will be new runewords on every new ladder
  • when ladder ends, NL characters can now make those new runewords on NL
  • skill tooltips will be made clearer
  • underused skills will see buffs
  • PTR: you can play from scratch, or use lvl 99 template characters, maybe big item vendor
  • thorn: "attackers-take-damage" on swing (rather than on dmg) change is intended
  • mlvl increase of some areas (like moon temple/arachnid's lair, there will be others too)
  • the 3 khalim organs are now required to go into durance (no more a3 rushing with just trav+meph)
  • dclone: they will change it to make it more available to most people (no specific announcement yet)
  • character slots: no plans for an increase (it'll stay at 20)
  • crafting: no changes
  • new cube recipe: we can now up set items
  • patch cadence will slow down, but changes in them will be bigger
  • no mention of WSG returning


AMAZON
  • dodge/avoid/evade: seems like a reduction of animation time (pog)
  • jav skills: synergies will become cheaper and not as restrictive (less skill points)
  • impale: now always hit (no defense/atk rating check)
  • valkyrie: reduced casting delays
  • inner sight/slow missile: range increase
  • GA/multishot/strafe: no changes


ASSASSIN
  • charge skills: now consume one charge at a time instead of all 3
  • charge skills: increased dmg & made easier to charge up
  • fire traps: dmg synergy buffed
  • lightning traps: synergy heaviness reduced
  • blade skills: will get dmg synergy, lower timer on blade sentinel
  • no mention of finisher kicks being unblockable


BARBARIAN
  • leap: improved travel speed
  • leap attack: increased dmg from synergies
  • throwbarb: higher base dmg
  • frenzy: new synergy from increased stamina
  • whirlwind: no changes


DRUID
  • fire skills: better dmg & casting delay (pog)
  • artic blast: better dmg scaling, less synergies, better player control
  • twister: more reason to spend points
  • wolf/bear form may cast elemental buffs
  • werewolf: atk rating boost
  • werebear: better dmg
  • fireclaw: lesser synergies (devs said this was going to see a massive change)
  • ravens: will function like a dmg'ing spell (higher dmg & permanent?)
  • all wolves: higher dmg, tankier
  • spirit wolves: now deal cold dmg instead of phys dmg


NECROMANCER
  • bone skills: synergy improvements -> less points, more dmg (pog)
  • bone armor: better scaling
  • weaken curse: better effectiveness at reducing dmg
  • blood/fire golem: better effectiveness


PALADIN
  • foh: reduced casting delay (pog)
  • offensive auras: increased dmg based on distance (closer = bigger dmg)
  • thorn: they're looking to make it a flat value, not % based (PTR testing will decide)


SORCERESS
  • frost nova: scaling dmg increase
  • nova: static field/tstorm are now nova synergies (huge dmg buff)
  • inferno: better dmg, synergies, better usability (like artic blast)
  • blaze: dmg increase & frw buff (pog)
  • hydra: heavy cast delay reduction (they said removed/reduced, unsure)


ITEMS
  • new runewords will mostly complement the changes above (and merc)
  • rws: Plague (hld) & Pattern (lld) are coming with little tweaks (Pattern picture: https://i.imgur.com/M2bpyOq.png)
  • these are not the only 2 upcoming runewords, there will be more (no specific number given, but dev says people will freak when we see them)
  • improvement of unused sets (cow set unchanged)

i like the fact unused skills are brought back into the light. fireclaw & artic blast were absolute diarrhea tier.

however the synergy changes are huge. big potential to break trappers / cs & psn zons / pnb necros. a bit nervous there.

Devz probly never played the game except for probably doing a couple walk throughs and felt the game was hard… that’s the only explanation for these changes 🤣🤣

this will probably be over 18 because of the ort rune. the website displays lvl 1, but thats probably because it was datamined. i know of no rws that have a lower req than its highest rune.
