Any tips on rolling lvl 30 or lower...?

Does item level of the crafting supplies factor in at all? Jewels/helm ilvl?

Only the primary item (helm in this case) and cLvl affect crafting.

Usually when people do this, they gamble on a higher level character (to get more exceptional quality bases) then craft the items with a level 1 character. (74 gamble / lvl 1 craft is what I use for most LLD crafting.)

Gambling will net you items -5 / +4 of the char level buying.

Crafting uses the formula Ilvl = int(clvl/2) + int(ilvl/2) , see the crafting bible below for more details. (Basic summary > crafted item iLvl = the iLvl (not required level) is equal to half your cLvl + half the iLvl )

I'm crafting these right now. The most important mod to get is obviously 2os, which requires an item level of 15 (to have an affix level of 10). There isn't really any reason to try for mods with a higher level than this, because there aren't many that would be desirable and also under level 30.

The only potential exceptions would be the 30 AR or 5% AR mods - to aim for those you'd want an item level of 22. I'm not, because the increased item level seriously decreases your odds of hitting 2os with 10% Deadly Strike.

To get the item level to be exactly 15 after the craft, I'm buying magic helmets from NM Fara on a level 26 character (so the purchased items are ilvl 31), and crafting the helms on a level 1. The result is an item that has ilvl = floor(0.5(1)) + floor(0.5(31)) = 0 + 15 = 15.

I miss Maphack which would tell you item lvl.
