I played a level 39 bowa for years (2000's). i typically used a harmony bow which would look like this:
In my opinion the innate Vigor makes Harmony better then any possible level 39 rare in all but 1 matchup (vs blizz its nice to have 7fpa).
in terms of using a rare matri, you really want to get to 145ias 7fpa, but that needs 20ias to spawn on the bow.
im not sure how much more ED you can get on a bow above 200 while maintaining the level requirement.
if it had spawned 20ias, it would have been worth something to someone.
