5os war scepter is often used by level 9 and level 18 sacadins or zealers, but that has no staff mods, and is only a 13% ed sup roll. Not great, not good, just 'meh' if someone is desperate to use it as a placeholder. But, 6os war axes, and military picks tend to be the pick over a plain 5os scepter at those levels. And its basically useless beyond that.
