Ph sins and bone necros use these (along with 18 sorcs or 18 libbies, but they are super rare since they arent that great)

Imo, the belts need to be 10 fhr to be worth saving. So for a nec to consider this, it would need to be 10 fhr/10 fcr and a ph sin would use a 10 fhr/rand fcr to hit 102 bp

10 Fcr Belts are good options for Level 18. Especially on Nec / Sorc if you can't find a Circ with 10 Fcr.

Yes, but you can't have any other mods

Yeah, if your crafters lvl is very low, you will mainly get 1 mod crafts and the belt affix pool will be much smaller. If you rolled on say a lvl 70+, you will automatically have 4 mods per roll and never roll anything that is usable for lvl 18
