How do the rolls on the skills work on scepters?

For example is it possible to get 3 x charge 3 x might 3 x holy shield?

If anyone knows id appreciate it.

Might won’t spawn 5os due to ilvl

3 charge 3 holy shield is possible but super rare due to how rare holy shield as a mod is
