I read somewhere that melee assa can be lvl 59? Is this true for kicker with 1 skills to trap?

What are the rules considering ctc amp or decrificy?
What are todays rules conserning hybrid rws and bugged/prepatch items, like forexample bug belt?
What are todays rules conserning slow(10% from bug belt, or the decrificy's^^)

I would love to build kicker, but i cba without either ctc amp or decreap.

actually had bm mld hdin before in public hld duels and even tvt^^ Worked decent with his 8k dmg^^
Was not really bm, regular build with spirit and eod cta etc^^ Also had lvl 59 nec with valk 08, eod, cta etc.

I actually assumed this was east, just noticed euro. Not sure about their mld activity!
