just wondering how to skill my Lvl 18 zeal/charger according to EU rules?

The rules are below
Paladins
"Holy Freeze", "Holy Bolt", "Prayer" and "Cleansing" may not be used.
Maximum 1 point into might and charge. Exceptions: Smiters and libbys may put excess skill points in charge and might, however they may not use might or conc while charging.

man the EU rules make the zeal dmg so much lower now

Yeah, it's hard to even kill a clay golem with a single hit.

True! It's still a lot tho with 50% ds. And you can go for a max dmg armor instead of twitch if you want to boost it, gives a nice dmg increase in charge as well.

Bp with 60 max dmg or a gp with a -15 probably, rest maxers.

And possibly get more dmg inv if you really want to, i don't think its worth sacrificing mana for it tho.

how much mana should i aim for with this btw?

i got 400 on mine. the more the better i'd say. I'm using 3 gcs and the rest 15/7s.

But with a cookie cutter build, just get as much as u can. You need to be a bit conservative with mana tho, so adapt the playstyle to how much mana u can reach i'd say.
