What lvl is the best for this craft if you also want adds as replife/dex?

Correct.

10 ias is already a greedy mod as is (in terms of crafting.)
Adding all of his other desired mods will push the gloves to lvl 60+ req lol

You can get 10 ias + minor mod for 30.
