I have a level 9 req jewel. 15%ED -15%REQ.

my first question Is, what would the max %ED roll be for this type of jewel at lvl 9.

would there be a better 2nd than -15% REQ.

and is it worth anything in the lvl 9 LLD community?

are there any rules of thumb regarding stats that are useful on LLD items? and where can I find this information so I can sift through the useful from the useless?
