and also how much ias a "legend sword" need to have to get highest ww frame?

Oath 1 handed is 150-423
18ias (as per pm!) is needed for a legend sword. Also, in terms of damage your legend sword beats most rare hlb's (the 20 max damage is insane). i only know of 1 sword with higher damage @ MLD eu.
