gambling for vlld ammys and rings is an excercise in futility. your character can only hold a tiny amount of gold on in their inventory. so it requires quite a bit of gold in piles around charsi dropped from a high level character to avoid them running to stash all the time to refresh. it also sucks because you can't reduce the vendor price such as with a lvl 30 item gambler via edge, or gheeds/edge for higher level gamblers.
if you're targetting amulets specifically might i suggest a classic andy glitcher. by going classic you lose jewels on andy's drop table, however you will also remove a myriad of other useless (to you) drops such as class specific items (orbs, pelts, etc) and remove runes. once you find an ammy of quality just xfer and convert it to expansion. the loss of jewels sucks, andy has phenomenal drop range for VLLD jewels. but you'll maintain rings/ammys and drastically increase the chances that they drop percentage wise. jewels are generally best purchased anyhow, as they tend to pop up from HLD bots quite often, especially in magic form where they only need to roll with 2 low mods (+max/ar for example). whereas ANY rare ammy dropped in an aLvl above "vlld mod range" has 4-6 mods, each of which can push the lvl req over 9-12. rare jewels themselves are best rolled via 6x p skull recipie on a lvl 12 or 13 char to maintain the correct ilvl.
u will want to reroll with char lvl 21 or 22 to maintain proper ilvl for lvl 9 jewels.
Also I think gamble lvl for lvl 9 ammy and ring is 12 or possibly 18
