How Can I Shop Sac Weaps like 30/30 Charges

You can repair charges at charsi or using the horadric cube assuming the weapon base is not ethereal.

Shop with as high a char level as possible

I'm not 100% sure on the exact levels (someone like Marieusz probably knows where to google it) but I think you want char level of 94 to ensure level 11 charges.

Perhaps you are right. I think that you need an ilvl of 100 for lvl 11 charges but I wasn't sure if ilvl was capped at 99 or not. If it was then 94 would do, if not 95 will do I guess.

Either way to be safe I guess you should use a lvl 95 char.

ilvl is capped at 99.

thankfully they finally patched item generation to make it to where level requirement was also capped at 99.
