You were probably asking for chars rather than players, but gear changes hands so much now (and a lot got banned recently) that its hard to say. The hardest duels I have had for each are probably

Ele Druid - Twinsen
Fury - Kenni (just based on gear. never dueled him)
Sorc (all types) - Twinsen
Bowa - Matt
Plague - Octogenarian (jk - Cant remember but it was whoever was using Acid on the last tour on east)
Smiter or vt - Twinsen
Hdin or Libby - Chum
Charger - Trev
Trap - Harabec / Narcosisxtc
Kicker - Chum
WW barb - Harabec /Twinsen
Nec - Harabec

Ele Druid - Hej
Fury - Kenni
Sorc (all types) - Fire: Magic (rip) or Avares (not rip), Blizz: Zero (rip) or Calypso (not rip), Light: Not sure. Mustachio and Pisces are nice on Europe.
Bowa - Prey (rip).
Plague - Acid (at least when you had the good gear on her)
Smiter or vt - No idea
Hdin or Libby - Chum's old libby maybe? I guess the best is on West though with that op scepter
