Even if it is something better, min/max is only good for trading to suckers. To estimate the value, just add the min and max together. So this is equivalent to a 12 max jewel (i.e. worthless).

Min-max jewels need to be either 12min/9max/extra mod, 8min-18max/extra mod, or 12 min-18max
