I want to start getting my toes wet in LLD. Seems fun. I was just wondering if while leveling my char to lvl 30 are the skills quests and what not allowed to be complete? Like Can I be grushed and obtain the quest perks to utilize?

yes. you have to do this if you want to be effective. All skill quest. golden bird anya etc.
