I'd like to start my first lld char.

What is good, cheap and fun? What level should I do?

well Trevor is right nova sorc is very fun but its not easy to play and very expensive to make work. best bang for your buck is always gonna be a charger but there kinda frowned upon. zons can be made pretty cheap and are one of the top teir characters. what kinda char do you like to play normally?

if I were starting over as a new player i'd want a lvl 30 barb first. budget setup below

vmagi, 2x honor nagas, sanders gloves/boots, 20fcr tele staff,
pcrown, (artisans barb helm of squid with battle orders/etc is ideal, circs are also a thing that lets you use an artisans armor of squid but dont worry about those till you know what's going on)
dragons shield of deflecting with 3x edmg/dex jewels in it. dont worry if you dont find one quickly, all matchups besides barb vs barb are playable without a shield
soe (deaths belt any time you can be frozen)
2x fcr rings with high str on them
an amu with barb sk/2mast/2wacries and as much stats/life as you can afford (if you get fcr on amu, only need 1 ring with fcr for 63fcr bp on telestaff).
40x 15 lifers, upgrade to 3max/15 life charms as your budget allows
for armor/headgear sockets, go 20 ed 6 str or 20ed 9 dex jewels, ideal jewels for all sockets are 20 ed 8 min (NOT max, ed bugging max isnt worth it) 6 str 9 dex, so just get as close as you can afford to.
resists are easy, many sources for you to pick from

the point is to tele on top of them, swap to nagas, and ww them. just practice and youll get fast at it, it's rewarding.

Melee is the worst and most expensive build you could possibly choose because you need an eth/rep naga, full inventory of 3/20/15, and 24 maxer jewels in your equipment. Try a caster instead.

a spirit sword vita fb sorc can be made very cheap and one of the best DPS chars you can get. whole character can be made for 4-5k fg and that's including a perfect inventory

Forget slamming noobies for cheap, if you aren’t having fun then what’s the point, choose a char you enjoy playing and just make the commitment.

Use a character you can play, or whatever you're good with, or one you'll feel confident with, gear won't make a difference if you don't know how to play the character

Man,
started lld recently, it is very fun. Hit me if you need help.
My strategy is to grush them with a sorc bumper. Then the sorc is leveled till it can wear Tal set. then i use the sorc to do the anoying quests at low level (bird, den etc.). Then the sorc MF in nightmare :)
