How that it is possibeul ?
I imbue with lvl 21 for have my iso mode ilvl 25 ( 20ias )
Lvl caracter 21 = 21 ilvl + 4ilvl by imbue charsie = 25ilvl


After more of 500imbue i have 0 weapon with the 20 ias...

(2) THEN alvl = max{Ilvl,qlvl} - int(qlvl/2)
(3) ELSE alvl = 2*max{Ilvl,qlvl} - 9

So, war javelin:

Max of (25, 30) = 30 < 99 - 30/2. It's true

So alvl = 30-(30/2)=15 and this points u must up with 20 ias alvl (25). 40 total
U need 36 lvl char to reaching 40 ilvl and have a chance to proc 20 ias on war javelin

Ceremonial javelin have 35 qlvl

U must 42 ilvl on it for 20 ias suffix

Also if alvl of your item in formula more than alvl affix then u can craft/imbue what u wanna even on 1 lvl
So Harpoon can be 20 ias even u will imbue it on 8 lvl
