Etc....
Who has the secrets to make this, lvl 30 required and also be a shark skin base if possible

Buy them on a lvl 71 character in act 2 at elzix
Craft them on a lvl 1

about a 1/90 chance for 24fhr/10fcr

That's not how most people make them though. Most just uncomment the caster belt line in their bot config. Then you get automatic sharkskin belts crafted all day long.
