In D2LOD an excellent matri build was doing 3K Ga while an excellent shadow build was doing around 3.7K ga. On review of your numbers, If the meta switches away from dumping points into the passive tree, and forgetting about Valk, your right, dumping points into Multi does grant a massive damage boost i.e.

from 1100-3125 (D2R) to 1554-4414 (D2R 2.4) with Matri GA Damage
from 970-3782 (D2R) to 1359-5306 (D2R 2.4) with Shadow GA Damage

Yeah, might be OP now.
But it's still the most expensive char out of all.

Instead of wasting 20 points for some minor % increase in A/E/D and crit, you now get 288 additional ED
Your WTs and SCs will love that. Even a cheap Treachery build can now do 8fpa 3k GA

Even a cheap build with
Harmony bow, Valk and Treachery will rule now.
Get some cheap 3max dmg SCs and you just need to kill other people before you getting killed.

3psm 30frw 2 sox is only 150fg, that does not break the bank
any 4 sox plain dusk is better then treachery imo noting you want 60ias from armor. 15ias/30ed also can be picked up for 100fg e (again not breaking the bank).
harmony we never allowed but i accept its very strong (i used one at lvl 39 for years) and ofc, different folkes different strokes.

insight instead of harmony looks like a serious go-to. almost 3K ga with that. https://d2.maxroll.gg/d2planner-ptr/4f01061n that even lets just 1 point crit and then dump into passives (or valk)
