In relation to your query, no, there was no concrete decision made for barbs and tele.

My plan was to compromised on the rules for barb.

Option 1: Things remain as they are.
Option 2: The barb can use tele but with other (res / shield) limitations.

The above is for the next tournament, not this one and it provides an alternative for everyone. note that it still needs to be tested. Finally I agreed to revisit this rule because of the overwhelming requests that I received both publically and privately about it.

so to reiterate, this will be looked at in my spare time before the next tournament.
