For all who dont got a clue about drugs:

Drugs do not improve the reaction time.
Drugs lower the reaction time.
Drugs make you feeling like you got better reaction time, but this is not true.

lets say a human being has a min-max reaction time. max reaction time with highest concentration, min reaction time with low concentration.

amphetamine enhances your concentration for example. im pretty sure it maxes your reaction time or may you tell me the reason why it does not?

Depends on the drug, some increase the ability to focus on certain things, others increase awareness. Just by saying 'drugs' you're not saying anything at all.
