Actually I was asking around and it seems like that means no skill at all in prayer (hard or not).

Maybe someone who used a pala before with the EU ruleset can clarify butin the meantime I found tearhaunch so I will just use that and reskill instead to avoid doubt :)

no hard point in prayer i believe, aka no skilling of vigor. thats what the rule implies. i think that was changed about 3 years ago on east and it carried over across the pond at some point after that.
