75%plr is fine. WSG for the sole reason of creating synch should be disallowed. FHR is part of your item budget.
25 Rep is fine, ES sorcs do not need more than 10. whoring on rep is not an acceptable play style, and amount of rep should be stated prior to the first duel commencing.
Sounds fair. Only a psn based char (rabies/plague/psn necro) would have a hard time vs some chars with 75plr (pala's for instance), I'm not against 75plr. but I'm not sure if thats balanced.

This is untrue. many hybrids need to change (v/t for instance) I do not feel like 10 seconds banning switch is a viable reason. Its almost impossible to enforce (have you ever counted to 10 during a duel, lol)
