rare belts are fundamentlaly inferior to craft/unique belts at level 30. The only thing that they have going for them is that they are pretty and look pretty on your character screen. they are not optimal. If you post the class you play we can explain why those belts are not optimal.

staying on topic, these have been seen before, but mine now. i still need 1-2 pairs of boots before i can call dudu "complete"

there are pretty much 3 reasons to not use soe (at least as main belt):
1. you are building a zon
2. you need fcr from belt
3. you think stats not shown in the char screen are irrelevant for pvp

That rare is for swap to get max cold res on druid.

If you took a soj off and replaced it with a fcr you could then swap in a rare belt. However you have automatically reduced your damage, and unless you want to always use a rare ring with fcr (not recommended) the str from the belts is wasted. Use the craft belt always. if you are missing resists at the moment, get a few small charms with life/res until you have the items/jewels to max out resists.

Are those sander boots ? windy's should never use those boots. thats the problem. if you use teleport, get rares, if you dont use teleport, get rares and str bug them. that fixed your resists and gives you fhr you are currently missing from your belt.
Anya(30)+Viper(30)+Boots(30+?)+cold res from other items+ 2-3 charms and your sorted.

That strategy to take off a soj and use a rare with fcr and 30 cold res + rare belt is just to achive 140~160 cold res vs blizz.

just get some crafting mats and craft one with high cr and sufficient fcr, fhr
isn’t a hard roll if you stick to the correct char level

I'll take my 5rep/5xlife/20mana belt all day
