I would call it a trophy. Only thing against it is cold damage. Eth javs are overrated.

I dont like the fact that there are really useless mods (prevent monster heal = lol, and cold dmg... -,-) on it, and its not even 30 ias.

decent? = yes
trophy? = hell no.

normal javs would mainly be used on throw barbs. 20 ias hits the 5 frame bp for double throw using twitch + death's set. 30 ias would be overkill. 30 ias would be necessary on the eth jav 1h normal throw swap. Another use is on plaguer hybrid swaps vs bowas and chargers. Jab speed would be 26 ias, 10 on gloves, 20 on poons. The -req's would allow most plaguers to use, even if they weren't high dex builds. Most wouldn't have harpoon swaps for a plaguer, but I've used a pair with less dmg than these effectively vs bowas and chargers. Vs chargers, have a 4/30 shield side, and poon side. Plague, swap and jab/throw. Definitely no need for bow. Vs bowas, you won't hit them with poison, and if you do, plr. High life + high dr allows you to run up if they are close enough. NL guided when they run.
