On weapon Ed affects the base damage of the weapon. Had to test this myself before i answered.
A common/cheap lld barb ww weapon is a 6 socket Naga(with the base 15ed and 3ar) with 2 shaels and 4x15max damage 20edamage jewels, resulting in a naga that deals 147 damage max and shows a total of 95ed
Nagas base damage range is 16-45
The 95ed applied to the max dmg is 45 X 1.95 =87.75(d2 rounds down so 87)
Then 87+ 60 from the max on jewels = 147
So it seems it would be the same since 15ed doesnt even bump it by 1 point of damage on the max but it has 1 higher minimum
I tried doing it a different way which was doing the 45max dmg base + 60 max from jewels to be 105 then multiplying that by 1.95(95 ed from jewels and base ed) but thats like 200 which wasnt correct
