well kite shields I bought in a3, dunno what the final ilvl is on that but it rolled me a solid safety.

Im not sure whether you were lucky or if i was just very unlucky. I tried hundreds of rolls at different clvl for shields and got terrible results.

Maybe you are the legendary crafter that the prophecy was talking about

a3 vendors are capped at 28, and i THINK vendors typically give charlvl + 5 as their ilvl, so could be 31 if not capped.

but assuming clvl 26 buys at ilvl capped 28 kite the ending ilvl of the craft is 27. which is right in there for what you'd want, or even a bit high. as you likely want 2 os and 2 other low mods like fhr, dtm, etc for your optimal craft.

I was rolling with a 24 and 25 and then 30 and then i had no hair left to pull out

for craft shield, IMO, its best to go LOW ilvl and just bite the bullet on the 20% chance for 3 mods.

sucks, but shields have a lot of mods that can spawn and playing ilvl bingo with it over ilvl31 to get a higher chance at 3 mods will give u a lot of fuuuuuu crafts.

Yeah, i treid high levels as well but i came to that conclusion as well. But even at low lvl, i rolled a lot of junk.

Ive been much luckier with other crafts

i found a char lvl 14, does that break anything re: lvl 12 buying and crafting?
note: i crafted 4, and x2 had fhr (and 6 mods).

clvl 14 = craft ilvl 13, rather than 12. so TINY difference. maybe just 1-2 extra mods on the table. almost nothing.

buying remains the exact same if u buy in a1 norm.

Super rare that you get that many mods on such a low level char, but of course, too many mods pushed the level req over the edge.
But getting a plain 10 fhr seems very promising
