Personally, i value dex or min dam over +1 pm on a circlet /ammy for a lvl 18 zon. This is mainly because at 18 you can only sink 1 point into guided arrow, so the rest or your skills points are basically reserved for passives anyways.
At that point, the extra passive skill only adds a marginal survivability gain. MLD is a completely different ball game of course, since + passives gear can make up for the fact that 1/3rd of your skills are auto allocated to GA.
