It's actually hard to believe how insanely strong fw is (even without a fw orb) lol. You have to experience it for yourself first hand.

https://i.imgur.com/IXwraph.pngYa I understand what you're going for. My suggestion I suppose, would be to focus more on general gm pub game rules for now. Get a nice base set of rules for everyone to agree upon. Try to focus on things that affect pvp overall, and
maybe just tweek the s+ tier builds a bit (like fw). Or just let them be in pub games.
Then when it comes to hosting tournaments, you can always open discussion with participants to try to balance it in different ways. You can even have different tier'd tournaments like we had on east (B tier, C tier tours, etc).
