normaly it need to be perfect.

65% Enchanted DMG + 121 Attack Raiting / 4Socked for lvl 9

If this had a lvl 12 Shild Base 65%-High Ar 2 socked 17/30/20 i would buy it if it is eth for a Special lvl 12 or 14 Style char

if you go back a few pages I told you it was charsi and not many lvl 9s use psn charms they normally go with ed/psn jewels. since life is hard to come by on lvl 9s they aim for 15life/12ar LCs
